President Duterte Will Not Certify the SOGIE Equality Bill, says Palace

President Rodrigo Roa Duterte on Tuesday, September 10, stated that he will certify the Sexual Orientation and Gender Identity and Expression Equality bill as urgent.

However, in a sudden turn of event on Wednesday, the president clarified that he is pushing for an anti-discrimination bill, and not the SOGIE bill.

During the event on Tuesday in the Palace for the newly elected officers of Malacanang press corps, the president announced that he'll certify the SOGIE bill as urgent, and said that this is the LGBTQIA+ community has been longed waiting for, claiming that he only wants the third sex to be happy.

Nevertheless, a day later the president seems to withdraw his words after his Presidential spokesman Salvador Panelo appeared to clarify his statement.

“He was referring to an anti-discrimination bill, not SOGIE bill, much like the anti-discrimination ordinance existing in Davao passed when he was still the mayor there,” Presidential spokesman Salvador Panelo clarified to reporters.

In a message from Senate President Tito Sotto, he said that he already talked to the president wherein Duterte clarified that he will sign a more general anti-discrimination bill, not SOGIE bill.

"Alert: I am told the President is not certifying the SOGIE bill. He is willing to certify an anti-discrimination bill sans LGBT (lesbian, gay, bisexual, transgender) issues. A general anti-discrimination bill like the Davao ordinance,” Senate president Tito Sotto.

SOGIE bill has been in controversy and discussion among the senators following the temporary detention of a transgender woman, Gretchen Diez, who attempted to use the female toilet in Farmers Plaza mall in Quezon City,
